No. Anything in a "." folder is meant to be hidden and not appropriate for version control. Where is this .settings folder in your workspace? Under one of the iTest projects?
Note that in Preferences, you can control resources to be ignored via the Team > Ignored Resources page.

This is because someone edited the following project setting for your project. You should check who clicked on this checkbox because default for this to store in workspace instead of project. (The picture shows non-default - I clicked on it to produce a .settings folder)
