why don't we have the Spirent Layer One Test Tool? and how can we simulate invalid block types , invalid sync headers and PCS alignemt error

we don't seem to have under tools Spirent Layer One Test Tool

1) why can't we access it ? ( the chassis has license for fec tests)

2) how can we generate invalid block types , invalid sync headers and PCS alignemt error for Layer 2 error simulation?
