Conformance test or functional test for router development

Hi,
I don't know much about conformance and functional tests differences.
If we could do RFC 2544 testing with some other simple equipment, Does it suffice for router developers to have just the Spirent conformance test and ignore the Spirent functional test? Is functional test important for router development? which one ( conformance or functional) has more priority for router developing?
