Spirent Test Center version 4.98.7626.0000 on Windows 10, version 1909 stuck at starting UI

I am trying to run the Spirent Test Center version 4.98.7626.0000 on Windows 10, version 1909. When I start Spirent Test Center it gets stuck on "Starting UI". Then after several messages it times out with a "connection to server failed, client application must close" message.

Try "run as administrator," when opening and see if that helps. Has this installation worked before? If not try reinstalling the STC application.
