BGP 16-bit to 32-bit peering within the same AS

Hello everyone, I was wondering how can I make two BGP speakers 16-bit AS peering with 32-bit AS within the same AS. Because if I set on the 32-bit router remote AS as 23456 it will recognize as the 16-bit router as an EBGP connection and not IBGP as wanted. Please support. Regards,
