"unabe to retrieve supported package information from resource and capability manager"

Hello, talkers

One of customer stc application reserved port, the log printed "unable to retrieve supported package information from resouce and capability manager", but there was no problem when other customers stc application reserved the same port, the customer reinstall stc application, but meet the same issue, anyone know how to fix it, thanks!
