Right now, I see you have 20 Reputation Points, so that isn't unlocked yet for you. Once it is, you'll see "close" as one of the options that show up under the question. A question that is closed no longer accepts comments or discussion, and can be a good idea when a question is outdated or has run its natural course of discussion.
Note: for the October 2014 Forums redesign, we removed downvote on postings, and the list above has also been modified to remove downvote.
