error: "activateService is not performed" displayed on new web service session

Using a saved web services device, I have captured few steps and saved it to a test case. Again when im trying to run the test case. "Session "Web_Services" is not open and therefore action "activateService" is not performed" error is displayed. Please anybody suggest me how to get rid of this error

Make sure that the open step **session id** is Web_Services and there are no validation errors for **activateService** step in test case. After **open** step add a **sleep** for 15 to 20 seconds, it might be taking some time to connect to the Web server. If possible please share the test report, so that we can find the root cause of the problem.
