Someone left on vacation for 3 weeks, but he is still logged in to iTest. I need to use that license for someone else.

You should use the lmremove utility to explicitly revoke the license being used by that user. The utility is available from Fanfare support. General syntax:
./lmremove -c <license file> <feature name> <user name> <host name> <display name>
The required information can be gathered from lmstat util. For example:
./lmremove -c iTest_3.2.lic iTestSpirentTestCenter kds mobile-thunder JavaDisplay
