HPQC License ...

I do need a special license for iTest so that I can use the HPQC publish ability in iTest 3.3?

Yes, HPQC integration is a separate optional module.  However if you already have purchased the optional module all the functionality added in 3.3 would be part of the maintenance upgrade.
